A global atmospheric organizational plan proposes embracing Man’s Science’s ‘Fluid Mechanics’ to manage elastic fluids without boundary conditions, within Earth's Atmosphere. Legislation, must be continent based to regulate air pollution between land masses, enabling effective legal processes. The framework to be governed through Transitional Coastal Plan Zones of the five main Continents—two in the northern hemisphere and three in the southern hemisphere.
