Civil works and site preparation in socio-economically sensitive oil and gas regions are perpetually vulnerable to community-related work stoppages, cost escalation, and schedule failure, as traditional models treat technical and social domains separately. Despite decades of corporate social responsibility initiatives and stakeholder engagement protocols, the fundamental disconnect between civil engineering execution and community dynamics remains unresolved.
