Strategic Planning Practices for Non-Formal Education in Tanzania Since Independence

This study examines the evolution and effectiveness of strategic planning practices for non-formal education (NFE) in Tanzania from independence to the present. NFE has long served as a vital pathway for promoting literacy, skills development, and inclusive learning, particularly for marginalised populations. Despite its significance, the sector faces persistent challenges related to coordination, financing, and implementation. Using a qualitative historical-descriptive approach, the study draws on document analysis, key informant interviews, and field observations across national and local levels. It traces the development of strategic planning practices through four major phases: early post- independence mobilisation, structural adjustment and decentralisation, sectoral consolidation, and the contemporary era of digital integration and inclusive education. The findings reveal that while Tanzania has established comprehensive policy frameworks and strategic plans, their translation into effective local implementation remains uneven. Variations in institutional capacity, resource allocation, and stakeholder engagement significantly influence outcomes across regions. Although recent strategies increasingly emphasise digital learning, inclusion, and lifelong education, practical constraints particularly funding limitations and weak monitoring systems continue to hinder progress. The study highlights a persistent gap between policy ambition and implementation reality, underscoring the need for stronger coordination mechanisms, sustainable financing, and enhanced local capacity. It concludes that strategic planning can significantly improve the effectiveness of NFE if it is supported by context-responsive approaches, robust monitoring systems, and meaningful stakeholder participation. Strengthening these elements is essential for ensuring that NFE contributes effectively to Tanzania’s socio-economic development and lifelong learning agenda.
